American soldiers serving in Afghanistan are depressed and deeply disillusioned, according to the chaplains of two US battalions that have spent nine months on the front line in the war against the Taleban.
Many feel that they are risking their lives — and that colleagues have died — for a futile mission and an Afghan population that does nothing to help them, the chaplains told The Times in their makeshift chapel on this fortress-like base in a dusty, brown valley southwest of Kabul.

Unemployment Rises To 9.8%; Number of Unemployed Reaches 15 Million
In economic news, the nation’s official unemployment rate rose to 9.8 percent last month. The Labor Department said 263,000 jobs were eliminated in September bringing the total number of workers unemployed to 15 million. Another nine million people have been relegated to part-time work because their employers had scaled back their hours or they simply could not find full-time jobs. The unemployment rate has doubled since December 2007.

When people complain about local government wasting money on frills while letting basic services decay, one of the stock responses is the "pots of money" song. It goes something like this: "You see, the money we're wasting is in a special pot that can be spent only on frills. It can't be spent on essentials. So don't complain about the essentials being neglected -- this money can't be spent on them." It's especially galling when the people giving you this line are the same people who drew up the separate pots, or who have the power to pour their contents all into one big pot at any time, if they wanted to.

Another great excuse line is "That's not in our jurisdiction -- that's somebody else's jurisdiction." Just complain to Portland City Hall about the schools, the bridges, the lack of a decent mental health system, aircraft noise, or thinning bus service, and it won't be long before you hear, "We're not in charge of that. That's done by [the county, the school board, Tri-Met, etc.]."

Due to the arrest of individuals suspected in terrorist activity in the Denver area, employees are asked to review the H-O-T protocol on the back of TriMet ID badges. While there is no specific indication of security threats in the Portland metropolitan region, employees should always be aware of their surroundings and follow these guidelines:All TriMet employees and contracted operations personnel have a basic security responsibility to serve as "eyes and ears" for the system and report all security issues. They are expected to report immediately to the Operations Command Center upon observing:
Safety hazards and security threats, including suspicious items, persons or behavior; and
Criminal behavior and unbadged persons in a TriMet workplace who do not belong.
Maintain heightened vigilance: report Hidden, Obviously suspicious, and not Typical packages or objects, persons acting suspiciously on the transit system, and unbadged strangers at TriMet facilities to the Operations Command Center at 503-962-6000.

GILLIG ISSUES RECALL
WASHINGTON, D.C. --- Gillig Corp. is recalling about 2,000 2001-2009 Phantom
transit buses equipped with Lift-U wheelchair lifts.
The outboard ramp barrier poses a possible safety risk to passengers; it may
fold in toward a lift passenger, possibly injuring the passenger's feet,
according to the National Highway Traffic Safety Administration.
Gillig will notify bus owners, and Lift-U will make the repairs free of charge.

RAIL FAIL
Mechanical problems on an eastbound Blue Line train at the Oak/SW 1st Ave station this afternoon caused an disruption to Blue and Red MAX service. Riders should expect delays on the Red and Blue lines for the next few hours.
